Under normal situation, positive effects come from rational behaviour and negative effects come from irrational behaviour.  Depends on the situation and severity, the effects have a big range of outcomes from no harm no foul, unable to communicate, unable to comprehend, conflicts with others, to sometimes deadly harmful effects to self and/or others.
